On 2–3 April 2026, representatives of NEWLAND Technology LLC took part in the IV International Scientific and Practical Conference «New Methods and Technologies in Water Supply and Wastewater Disposal». The event brought together leading specialists, scientists, and practitioners to discuss current issues of digitalization in the housing and utilities sector.

As part of the business program, our company presented its Corporate Billing Information System (CBIS) for utility services (water supply, wastewater disposal, and heat supply).

The system was featured in the report «Important areas for improving the efficiency of water supply processes: digitalization and remote metering», delivered by Vadim Olegovich Kitikov, Director of the Institute of Housing and Utilities of the NAS of Belarus, Doctor of Technical Sciences, Professor.

A digital ecosystem for utility providers

CBIS is a modern web application for the comprehensive automation of metering, billing, and interaction processes between utility providers (water supply, wastewater disposal, and heat supply) and corporate customers.

The system was developed as part of the scientific support measures for the subprogram “Ensuring the Innovative Development of the Housing and Utilities Sector” under the State Program “Scientific and Innovative Activity of the National Academy of Sciences of Belarus” for 2021–2025. The development was carried out in collaboration with the Institute of Housing and Utilities of the NAS of Belarus and the United Institute of Informatics Problems of the NAS of Belarus.

Currently, CBIS is implemented at two utility companies in the city of Baranovichi that provide water and heat supply services.

Key features

The system is built on a modular architecture to address the following key objectives:

• Flexible billing: automated calculation of charges, penalties, and indexation; generation of invoices and payment demands.
• Accurate consumption metering: support for meter-based, calculated, and normative metering methods; allocation of group consumption; accounting for network losses; and reconciliation of heat and material balances.
• Historical data management: tracking of historical data (tariffs, norms, customer loads, metering methods, etc.) and its application in calculations with up-to-the-day precision.
• Integrations: data exchange with the AIS "Raschet-ZhKU" (Utility Settlement System), export of accounting entries to accounting software, and support for digital signatures via GosSUOK (State Public Key Infrastructure) keys.
• User portals: self-service portals for customers (access to invoices, meter readings, and billing history) and for management organizations (analytics on monitored providers).

Prospects for implementation

Implementing CBIS enables utility companies to minimize commercial losses, reduce manual data processing efforts, establish transparent monitoring of accounts receivable, and improve customer service quality through real-time access to billing data.
